Verdicts by Use Case
If you already know your scenario, read the six cards below. Prices come from the rankings data on this page, so they move with the board. Each card has exactly three lines: the condition, the verdict, and the boundary where it stops applying.
Best for developers / self-managed Linux
- Condition
- You need root access, clean API/CLI and docs, and deploy via Git or Docker.
- Verdict
- Start from DigitalOcean ($6/mo) — highest score in the board at an entry price under $12/mo. Note: the in-depth article for this scenario ranks by entry-level value, so its top pick may differ.
- Boundary
- Not for audiences in mainland China: none of these are route-optimized, so expect high latency and unstable peak-hour throughput.
Best for Europe / EU latency
- Condition
- Your users are mostly in Europe, or you need EU data residency.
- Verdict
- Start from Hetzner (€5.49/mo (excl. VAT)) — the highest-scoring European-based provider on the board.
- Boundary
- Tax basis differs by provider (VAT included vs excluded); unify the basis before comparing, and never mix pre-tax and post-tax quotes.
Best for mainland China visitors
- Condition
- Your primary audience is in mainland China and latency plus evening-peak stability decide the experience.
- Verdict
- Start from BandwagonHost ($49.99/year) — it is the highest-scoring routing-optimized entry on the board.
- Boundary
- Optimized routes are capacity-limited: the same provider can lose the optimization in another location, and pricing is often annual rather than monthly — compare per-unit basis.
Best on a tight budget
- Condition
- Monthly budget is under $5 and the workload is a small site, proxy, or test box.
- Verdict
- Start from IONOS ($2/mo) — the lowest entry price in the current board.
- Boundary
- Cheap tiers are usually annual prepay with a promo first term; renewal price can be several times the headline price, so budget on the renewal number.
Best for WordPress / site building
- Condition
- You run WordPress or a PHP site and want managed caching, backups, and a control panel instead of raw root.
- Verdict
- Start from Hostinger ($5.19/mo (exclusive discount)) — the strongest site-building ecosystem among the board's managed-tier entries. Note: the topic page focuses on KVM VPS with an hPanel-style control panel (not fully-managed hosting), so its top pick may differ; see the article for details.
- Boundary
- A managed layer or panel license adds a premium over the underlying cloud; if you need maximum cost efficiency, compare against unmanaged plans in the board.
Best for Windows / remote desktop
- Condition
- You need a Windows Server instance or RDP access to run desktop software.
- Verdict
- Start from Vultr — it publishes official Windows Server images and ranks highest among the board's Windows-capable providers. No price quoted here on purpose: the Windows license is billed separately on top of the plan price.
- Boundary
- Windows licensing is charged on top of the plan price and RAM needs are higher than Linux; entry tiers often cannot run Windows comfortably — verify RAM and total cost before ordering.
How The Score Works
The rankings are designed to help you narrow the field quickly. Use them as a decision aid, then verify the exact plan, location, and promo terms on the provider page.
How the Score Is Composed
The final score (out of 10) is assigned editorially across four weighted dimensions: Performance 40%, Price 25%, Network 20%, Fit 15%. The weights are fixed and not for sale.
Each provider's per-dimension values and the weighting arithmetic are kept as an internal scoring worksheet and are not published line by line, so the total cannot be recomputed from outside data alone. To gauge whether a score is reasonable, cross-check the entry's specs, price and public benchmark data. Scores and rankings are never affected by commercial partnerships.
Prices and promotions shown are for reference only — actual prices are subject to each provider's official website.
| Dimension | Weight | Data Source |
|---|---|---|
| Performance | 40% | Public Geekbench 6 / FIO / iPerf3 benchmark data |
| Value | 25% | Public plan pricing on provider sites |
| Routing & Region | 20% | Datacenter coverage & regional routing performance |
| Provider Fit | 15% | Manual scenario assessment (hosting / AI / relay) |
